appended to these estimates obviate the trouble of examining them in detail. I have checked them where ever a reference is given to a despatch or telegram, and they seem to be correct.
There are a few points to be noted.
The Land Revenue from the New Territory is expected to produce $27,000 odd this year, and $30,000 next. This is disappointing; but the progress of the land settlement, which depends upon the survey, is necessarily slow. (We should be justified, I think, in cutting down expenditure on public works in the New Territory until the land begins to yield an appreciable revenue.)
Land Sales are expected to yield $100,000 more in 1902 than this year.
Expenditure.
Colonial Secretary's Office increase $25,600. Due to increase in number and pay of cadets. Public Works Department increase $15,400. Due to increases in staff, and in pay of subordinate service, which we have approved. But the salary of the new Principal Land Surveyor (under "Crown lands and Surveys") should be $3,000 as it will be fixed in sterling at £300; and they seem to have omitted the additional Land Bailiff, approved on 27176.
The Post Office shows increase of $30,630 (11.2%) This also is due to the increased staff and the higher pay to the subordinate service, which has been approved.
The Harbour Master's Department has some increased rates for Chinese seamen, boatmen etc., which are necessary owing to the rise of wages.
